Anyone who connects via satellite or mobile device has a different IP every time they log in, and mobile jumps to whatever nearby tower has the stronger signal if you’re on the move or in a weak coverage area, so that wouldn’t prevent it without additional measures.

Even for serial puppetmasters, the mods have been pretty consistent about either giving a BP an unnamed “cut it out with the sockpuppeting” warning or only naming a user and the BP numbers they’ve been shitpuppeting with on an individual thread basis. If a user gets their sock on often enough to warrant a public branding, they’ll just get a Duck with something like “Sockpuppeteer, report any suspicious BPs” in the alt text.
