Anyone who connects via satellite or mobile device has a different IP every time they log in, and mobile jumps to whatever nearby tower has the stronger signal if you’re on the move or in a weak coverage area, so that wouldn’t prevent it without additional measures.

opinions about badges  
Even for serial puppetmasters, the mods have been pretty consistent about either giving a BP an unnamed “cut it out with the sockpuppeting” warning or only naming a user and the BP numbers they’ve been shitpuppeting with on an individual thread basis. If a user gets their sock on often enough to warrant a public branding, they’ll just get a Duck with something like “Sockpuppeteer, report any suspicious BPs” in the alt text.

The user links are something the artists themselves need to apply for. Some artists don’t want the public recognition (thus opting for a private link and no badge) while others aren’t interested in the link at all.

Is there some kind of badge for massive amounts of work done to implement a new feature? ZONESS has been working very hard over the past few days applying the new offspring tag system to a huge number of images. (Something on the order of 20,000 tag changes in the past five days.)
