I think she was so Discord level touchy feely because she wanted to make them uncomfortable. Also, almost every villian in the show is really touchy feely for some reason. Seems like a recurring theme.

Yeah I found it a recurring theme also. She wants her personal space. A hug or arm around someone can, but she needs her space.

Nopony hugged her as a filly so she never got use to it, it was why she turned evil in the first plance.
Starlight is probably uncomfortable with any unsolicited intrusion into her personal space.
