I feel I need to apologize, my sarcastic tone toward you before was me misunderstanding where you were coming from. So, sorry for that.
 
There also seems to be some heavy incongruity between our definitions of some principles here, so that might be why people are getting rubbed the wrong way with your wordings, BP. The message that’s being recieved from your posts is that all OCs, if they’re not made by officially trained people, are bad, and that, implicity, all “OCs” made by officially trained people are always good. This rubs some of us the wrong way because we’re seeing outliers where those “rules” don’t fit every scenario.
 
There are some (many, even) “OCs” made by official studios and talented and trained artists that just flop, that were just no good. Clearly, you never said anything about this in any of your posts, so I get that that’s not the message you meant to convey, that of course you realize that there are bad official characters, and it’s insulting to insinuate otherwise.  
Now on the other side, it’s also true that there are many, many OCs made either by fans or non-fandom-specific creators that are just as good, if not even better sometimes, than the stuff that comes out of a lot of official studios! And insinuating otherwise that all OCs that come from this kind of environment are bad, is insulting to those creators and those who enjoy what those creators make!
 
So clearly there’s some principles here that you’re grasping onto here and trying to evoke, but possibly not applying in all of the right ways (just most of ‘em ;) ). What is the main principle behind this? That in order for an OC/Offical Character to be good, it needs to be effective in it’s purpose within the story, setting, or other medium in which the character is placed.  
With this principle in mind, why are a lot of the “red-and-black” OCs bad? Because they’re not effective in the “stories” they might be tossed carelessly into, they’re just riding on the coattails of giants! Why are some official “OCs” bad? Because they’re not effective in the story in which they’re placed! (though it should be noted that sometimes those stories flop not because the characters themselves were bad, but that the idea behind the story was bad)
 
So, you’ve clearly pushed some buttons here: Is Flufflepuff as an OC bad? Well, sure, she is kind of mindless, very much in the same manner as Pinkie Pie, say, but does she do all of the things Pinkie Pie does? Does she ride on such characters’ coattails? Is she effective in her purpose, that purpose being to give a little bit of levity and mindless fun, when such mindless fun is appropriate? If yes - and most would agree to that being a yes, though if it’s not your cup of tea, that’s fine - then yes, Flufflepuff, in question, would be an okay OC.  
Now if Flufflepuff were taken out of that context of mindless fun and was placed into a story with more serious tones, would she still be a good OC? No, no she would not, she would be just as bad as the “red-and-black” OCs that do nothing for a story but clog it up.

They are original in the literal, trivial sense of the word, which obviously isn’t what we’re talking about here. This is the equivalent of asking someone if they’re referring to a bundle of sticks when they call someone a faggot, and genuinely believing that you’re being clever.
 
Here, we are using the term “original character” to refer to those not created by professionals who are being paid to do so, and who have proven that they know how to do so in a way that doesn’t suck.

That’s… really a terrible comparison. That’s something that can be backed up by quantifiable data and isn’t really analogous to the entertainment value of a piece of fiction. It barely even qualifies as an “opinion”, at least in this particular context.
