Preference I would say. Another answer would be the connotation of athletic females having smaller boobs. There was one comic that had a funny outcome saying if RD’s breasts were as big as Fluttershy’s, they would be cut off because her current “size” allows for the formation of the cone for a sonic boom/Sonic Rainboom.
