Faust implied that Celestia raised Spike, however Word of Faust does get superseded by the show’s canon. In Dragon Quest, Twilight says “you were given to me as an egg.” That implies that Twilight has been caring for Spike since he was born, which runs counter to Faust’s original suggestion that Spike was raised by the princess and then later assigned to Twilight as her assistant.

She isn’t, but she’s practically raised him from his egg, so in a way, is like his mother. Not biologically, but still…though it can be hard to see it when she, and practically everyone else, ignores him.
