Yes, at fist Shenron could only do it once, Porunga(the Namekian dragon) cound do it multiple times as long as it wasn’t a natural death, Shenron could bring back more then one person at a time and Porunga could only do one at a time, but when Dende took over as Guardian he had to remake the balls and Shenron could now do it multiple times for multiple people but only as long as they also wanted to.

You think they would have gotten used to that by now? And also, what’s the point of crying and mourning in Dragonball Z? They have 7 balls to summon a dragon that can grant you any wish whatsoever, whatever it’s immortality or resurrection. So, why cry when someone dies when they can just get the dragon balls and wish them back snaps fingers just like that?
