Looking at the dates and production numbers, and assuming that 1) There’s an episode a week with no breaks starting from Nov. 23; 2) The first two episodes air on the same day; 3) They’re aired in production order; this episode should air on Jan. 11 (as it’s 9th in production).
But with breaks and potential for airing out of order, it may be February.
We’re pretty confident S4 opens on a two-parter, and specifically on the one about Luna going NMM from the animatic (based on episode codes in the corner). It would also make that one follow along in this so-called “trilogy” of episodes about Twilight becoming and learning the responsibilities of being a princess that McCarthy alluded to when MMC aired (here, seeing Celestia’s memory of having to make a hard decision about banishing Luna).
While it is in the same vein as Sisterhooves Social, if that is where they’re going with the episode, it’s a little different dealing with more than one member of your family.

I’m a bit more optimistic about the timing of the broadcast of this episode. If they follow season 3’s example, they might air the first two episodes on the same weekend. On the other hand, however, seasons 1 and 2 both had two-parters, but the two parts aired on different dates.
That’s why I say January at the earliest.
It assumes that there will be one a week starting from the 23rd and that they will air in production order. And since this one is 9th in production order…
Hopefully it’s in January, but it’ll probably be in February (if they do breaks) or even March (if breaks and out of PO).

If we’re lucky! There’s typically some breaks in December over some of the holidays. I’m guessing that they won’t air a new episode when there won’t likely be as many folks around to watch them. (I’m going by the past three seasons as an indication.)

But then again, they sort of covered that ground already with “Sisterhooves Social”, so who knows?
My wild guess is that this is the episode that the Pie family visits (which is another confirmed plot) - this song is early in the ep to help remind Pinkie the importance of family even if she dislikes them.

If the episodes air in order and once a week from Nov. 23, it should be about January when this particular episode airs.
