Ooh, I get it now, sorry,  
I’d think Discord; they both weave from good to evil (Discord is more good now however, Eggman usually Status Quos back to evil), both moderately insane, both good at wrecking chaos, both usually get foiled in the last act (For Discord, it’s being turned to stone/outsmarted by Fluttershy, for Eggman it’s usually getting pwned by Sonic), both have a “whacky” and a “dark” side to their characters…
