Yeah I know. Zuko even tried to make amend with Zatara which did help her end up forgiving him. But even in canon they make it clear they don’t have romantic feelings toward each other. I think they definitely feel more comfortable as just friends because of their history. I know the canon never stops fans from doing anything but I just don’t think Zutara works.
