Having rainbow hair is not a personality trait. My point is: if the Mane Six, Cheerilee, Big Mac, Princess Celestia, Sunset Shimmer, Princess Luna, Vinyl Scratch, Lyra, Mrs. Cake, and Mr. Cake didn’t switch cutie marks, why would it make sense for Cloud Kicker to switch?

Well, they do not actually have these CM’s on their butts, maybe in anthro form but they might have no CM in human form, if at all. They’re just wearing clothes with these logos on it to represent parts of their personality. For Twilight Sparkle, it’s actually booky-ish quirkiness and almost-magical knowledge (think like the nerd\knowledge version of the Manic Pixie Dream Girl) and for Rainbow Dash, it’s being fast and having rainbow hair.
 
Cloud Kicker’s talent\CM had nothing to do with her personality, she was just good at kicking things, and kicked clouds. In the human world, her main personality trait was being a jock girl, that kicked balls, not clouds. Pony Cloud Kicker might never have tried to kick a ball, so she got a cloud-kicking CM.
 
(if her talent is even for cloud-kicking, i mean. For all we know it’s because her head is always in the clouds, and maybe her name is something like Periblue Labelle or whatever.)

What about Twilight and Rainbow Dash, then? Twilight’s talent is Magic, RD’s is fast flight. Their cutie marks didn’t change.

Well, Cloud Kicker having a football cutie-mark may be because humans cannot control the weather, so the Equestrian People sometimes have different cutie-marks, eye colors, or skin\fur color.

She and Roseluck look pretty much the same, but the main thing hinting Jubilee is the eyes.
