It’s a bikini. If it was a micro-bikini then yeah, more suggestive. But here she’s just wearing a swimsuit and flying. Nothing really sexual about the situation.

Looks like it was changed to Safe by a moderator. Which is really weird because yeah this is super Suggestive. Maybe they think that since swimsuits have been in the show that all swimsuits are now fair game.
