Well, Recently as in since Season 3. And it kinda started to get cemented around the time Twilight decided that she should be allowed to get away with something Discord did while Evil.

Because she’s already that way without any political power. It’s not for no reason I think Twilight’s a closet Nazi.
Tyrant Celestia at least knows what she’s doing, Twilight doesn’t even consider her actions when doing anything.
