Thats not at all what Im talking about in the context of the discussion. The one I was originally responding to made the claim that you need a dick to be a top, and I was saying it didnt matter the gender for someone to be on top.

No, top and bottom have nothing to do with dominance/submission here; if it did, the combinations of “dominant bottom” and “servicing top” in the image would make no sense. As Background Pony #745E says, “top” is the one penetrating while “bottom” is the one being penetrated.

This is correct, but top and bottom are not dominant/submissive concepts. They’re just about who is penetrating or being penetrated. As you yourself point out, penetration has nothing to do with dominance.
‘Switch’ can be used in either way, but here, it’s part of the top/bottom spectrum.
Men can be submissive and women can be dominant. Doesn’t matter what parts you have between your legs to be in charge.
