Those aren’t animation errors like the guy freaking out in the stands in Equestria Games who only had eyelashes in one frame, those are established-as-male characters whose designs include eyelashes.

Wow, no– there are significant differences between submitted scripts and finished animation in basically every cartoon ever made; the script MA Larson turned in for Magical Mystery Cure is famously almost unrecognizable from what was eventually animated. Many episodes include ad libbing done in the recording booth that was left in because it worked better than the recording script, and there are tons of background and supporting elements added at the storyboarding stage.
