After finding the hippogriffs underwater, now as sea ponies, Celestia instituted the exchange program. The exchange program encourages and promotes equestrians and hippogriffs to explore the other respective country. Octavia was probably personally encouraged by Celestia to help spread culture around, and Octavia evidently didn’t know different ponies react to the underwater species transformation (necklace) spell differently. Octaviapus was born. Maybe she was checking the fine print for the promotional pamphlet just after the spell, among other things to check out.

octopus (n.)

1758, genus name of a type of eight-armed cephalopod mollusks, from Greek oktōpous, literally “eight-foot,” from oktō “eight” (see eight) + pous “foot,” from PIE root *ped- “foot.” Used figuratively since at least 1882 of powers having far-reaching influence (usually as considered harmful and destructive).

The proper plural is octopodes, though octopuses probably works better in English. Octopi (1817) is from mistaken assumption that -us in this word is the Latin noun ending that takes -i in plural.

So, because the root word for Octavia means ‘Eight’ then it is a logical progression that her transmogrified form would have eight appendages.
