She actually is using a complex mechanism of invisible strings to levitate her breasts.

The gravity and momentum on the boobs is pretty bad. It looks very unnatural.
 
Generally, things which hang loose from the body (like hair, clothing, fat, and boobs) follow behind the motion of whatever they’re attached to.
 
In the case of the boobs, when the torso moves, the breasts will initially resist the movement because of inertia. Then they will be ‘dragged’ by the motion of the torso, gaining momentum. When the body stops, the boobs will continue along their path for a short time because of the momentum.
 
This all means that the boobs should be following behind the body’s motion by a few frames. This pic makes it look like the motion occurs at the same time, or even ahead of the body’s motion.
 
This is a principle known as “follow-through” in animation, and is something anyone should learn if they want to make convincing looking animation.
