There could be a reason why Grampa Gruff has been like that: it might be the fact that the kings who led his nation to greatness were no longer around to lead them, more so than the loss of their emblem. He would have taken their place to restore order, but he was greatly ashamed of his failure to save the last of them.
 
And now that it was too late to save Griffonstone from a catastrophic firestorm, what else was left for him?
