Littering was not punished with jail time in my city. It was punished with a small fine, but now, since the law was not enforced at all, they focused on persecuting only those who cause major pollution.
 
I believe it is pretty much impossible to punish average littering by law. Instead I believe it is something society should straighten through social response to it. For example if one sees his neighbor throwing a cigarette butt out the car window, he should confront the asshole neighbor.
 
If it became common, and popular, for average people to enforce anti pollution measures on their peers, it would be easy to fix the pollution issue.

That’s the thing. Now it is a crime to pollute through poor waste management, but no one can get fined for dropping a bag of chips on his way to school.

Although having a law against deliberately littering in large amounts makes sense. For example you shouldn’t just dump your garbage bags in the nature, parks or on the road. - But making it illegal to accidentally drop a piece of plastic that you didn’t see, then that’s going too far.

No joke. Many countries have laws so impossible to follow that no one does. And often they are either revoked or changed to make them less cumbersome later on.
 
For example in my city it was illegal to litter. One would be charged a 5 dollar fine for it. But last December it was updated and the law is gone.  
Also until last year 12 year olds were legal here. So yeah, laws are arbitrary and silly.
