What I find funny is that he was like the only horse we saw in the whole of saddle arabia.
That’s because they didn’t make it to Saddle Arabia. The episode disappointingly cut off their journey when Star and Trix reconciled. The town they made a pitstop at was Somnambula.

My guess? He’s tasked by a rich Saddle Arabian who is a Trixie fan (perhaps even a delegate, the one in S3) to invite Trixie to Saddle Arabia.
 
Owning Trixie’s wagon would be like the best thing ever for the rich fan, so that’s why Hoo’Far was willing to trade the new shiny wagon (which most probably was a gift from the rich fan) with Trixie’s wagon.
 
Hoo’Far was probably not at liberty to disclose his mission to Trixie or Starlight, due to the rich fan wanting to stay anonymous.
 
So why did Hoo’Far trade it back? Possibly because he is your stereotypical handsome honorable nice guy, who is full of wisdom.

Well one could say that Trixie’s wagon is smaller compared to his large caravan makes it easier for one single pony to move a less heavy carriage. That’s not to say it’s a bad thing for his caravan because if you want to store a lot of stuffs like Trixie, a bigger caravan like his would be more logical. But that also requires a stronger pony or more effort to pull with not to mention the LOAD as well.
 
Of course, we have no idea what’s Hoo’far’s job but all we know is that he’s just a fan of Trixie’s performance (which is really nice to have). Maybe he likes smaller carriages which is fine. I don’t sense anything evil from him and thankfully not another Flim Flam type. I just think Hoo’far is a very chill friendly and definitely honorable.
 
Honestly, he should join the Trixie/Starlight team. They make great travelling partners.

Yeah.. there must a ulterior motive of why he wants Trixie’s wagon so badly.  
Something tells me.he isn’t really just a fan nor a passing merchant being so persistent in following those two throughout the episode.  
You think the horse was covertly commissioned by Twilight or someone to test the frieship of those two?
