My guess is so that it doesn’t spoil the “big reveal” of one of her new creations.
He isn’t taking a picture. This is a semi-ongoing gag from a previous comic when Spike was in the dressing room with Twilight before. It is also making a statement about people who feel privileged to everything and think everything should be based on their own values and views.
I don’t think he is taking pictures, the phone isn’t doing any sapping or other related “taking a pic” effect. I think Spike is just admiring the view.

ehh, spike stands a higher chance at getting a pass, unlike zepher spike is 95% an Honorable man/dragon….well that and zepher is kinda consider a douche at most points.
