It’s a bit more distorted and slow than usual here,
but yes. It’s often played whenever there’s a big character moment for Starlight.
Probably the best example is Twilight’s ‘congrats on graduation’ speech in s7 premiere.

There’s a lot of subtext between Lyra and Bon Bon.
There was also these two male background ponies who seemed to be having a little date with each other.
I don’t know if there’s any other examples out there. But these are the first two that comes to mind. I did hear about two male background humans in Equestria Girls holding hands which was rather sweet. But I don’t know what their names were so I couldn’t find screencaps of them.
There’s apparently been gay/lesbian shipping implications with various background ponies (or background humans for EQG)
though I can’t say for sure, just what I’ve heard being gossiped.
Startrix is certainly one of the easier major character ships to claim as legit, in any case.
Edited
I’m aware. It’s likely they intended platonic love in this case. But I’m still shipping regardless.
To clarify, ‘the x I love’ in English, unlike certain other phrases,
does not necessarily mean girlfriend/relationship love.
It could mean friendship or familial love too.
Doesn’t help that English is a language stupid enough to have
only one common word for an emotion as complex and varied as ‘love’.
Just thought I should clarify,
since a lot of fans seem to presume that this scene
‘proves’ Trixie is Starlight’s girlfriend.
Not that there’s anything wrong if people prefer it that way, though.
Also a cute scene.
