Really, really far-fetched for being considered a horse…. Welllll a cartoon horse I guess. Not really the same thing…

For the last time, ponies are horses! Just different breeds.
That’s like saying pugs aren’t dogs because they’re smaller and more stout.
 
Actually, it’s determined by height at the withers. Any horse below 148cm at the whithers is considered a pony (with very few exceptions) regardless of breed. Of course, breed is the biggest factor in determining size, but plenty of breeds can range from pony to non-pony horses. Of course, in casual speech the line is a lot blurrier and cat. D ponies will often be referred to as horses depending on breed, use and context.
