While I agree with your distaste at Spike remaining small, keep in mind he’s a dragon, not a pony. Dragons have at least 10 times the lifespan of equines, so we can’t expect he’d grow at the same rate.
For all we know with their life cycles so drastically expanded, “teenagers” like Ember and Garble could be in their late 60’s!
He’s probably telling her a story with a bunch of bravado while she’s smitten with him.
