Technically speaking, all three of them are proteges. A protege is simply anyone who is under the guidance or care of an individual of experience. He or she does not necessarily have to be a formal student to that individual.

Why would you want her to have a different voice actress? Or am I misunderstanding you?
When (hopefully) Tempest is in the show shell have a different voice actress.
Sunset now has her own protege, who is also a Twilight.

This “reason” is so overused.
The only thing left would for her to meet Celestia which to be honest never going to happen.
Plus, adding Sunset to the Mane cast wouldn’t bring anything new to the show, mainly because she’s basically Twilight in terms of role, and as of Friendship Games her development is more or less finished.
