I believe they put Glimmy in the show because they wanted a pony like Shimmy to be Twilight’s student, but they didn’t want to have crossings over between the show and the EQG universe (the one in Shadow Play with the Sirens not counting because they had no dialogue).

I think Tempest and Twilight had more shipping fuel in the movie than Starlight and Sunset had.  
I’m okay with that.
