Um, we’ve seen Dash’s bedroom look like this before now, in Tanks for the Memories. Her friends were all able to visit her then too.
From the comics and books, it implies eqg Rarity only works there. Don’t see it as her own business. And I checked online if there are any children that own homes. Nothing. 8I
Sunset is likely renting her place.
But Rarity owns a business.
There is no age bracket for owning a home or place legally.
Financially however, that’s a different story.

Clouds have been shown to support certain solid objects that other pony races can definitely travel on.
Basic clouds can’t support Non-Pegasus Ponies.
Pinkie had tied balloons tied to herself in this same episode wile visiting the Wonderbolt Academy. so the animators were well aware of Continuity. There has never been any mention of needing to cast the spell every-time the Ponies go to RD’s house. Tank would need to have the Spell cast on a regular basis.
I think RD just added Non-Pegisus floors, and outer walls, when she renovated her house for Tank

Twiggy prob cast her cloud walking spell on her after all she was at Sugarcube Corner at the start of the episode
