Equestria is a monarchy all right, but I am not certain whether it qualifies as an absolute monarchy.: “Absolute monarchy is a form of monarchy in which one ruler has supreme authority and where that authority is not restricted by any written laws, legislature, or customs.”
 
Most historical rulers never had that kind of free hand, and Celestia has not been depicted exercising her authority much.
 
On a related note, I wonder whether the Equestrian ideal for rulers tends towards enlightened despotism. : “ “Enlightened” despots distinguished themselves from ordinary despots by claiming to rule for their subjects’ well-being. Well, ponies in Equestria are xenophobic to dragons, changelings, gryphons and sometimes racist to donkeys and zebras according to Friendship is Magic.  
Ponies maybe have freedom but they have also 2 main queens that disguising themselves as “princesses”.  
They act nice but still, they have absolute power over their subjects that have to praise them like Kim Dzong Un. Also Crystal Empire have despotic monarchy. Just saying.
