There isn’t “a creator” for Anonfilly. It’s a common concept, like normal Anon.  
Mind erasure stories are actually a minority. The most common story is along the line of :  
“Anon was an asshole as a human, he got turned into pony as punishment … now he(she?) is an even bigger asshole because he can abuse his fillyness as a weapon against adults”.  
Cheerilee or Diamond Tiara are generally among his first victims, on his first school day.

It’s basically a common/popular design for a ponified anonymous male internet user. “Anonymous” is, at least for 4chan goers, an average male with a green body and/or a mask with a ? on it. This is a ponified version of him, with the added twist of being aged down and gender swapped.
 
There are many different stories that people have made for him/her, while a few of the earliest ones are grimdark, a lot of the stories for this green filly are not.  
A lot of the time it’s just the antics that an adult male would get up to while in this convincing disguise. Nobody knows or believes that he’s a 20+ adult human male, so his behaviour is very unusual for a cute seemingly-innocent little green filly in a technicolor horse world.
