Or the way government gets revenue from this is similar to how state lotteries work, but without payouts.
Essentially, a sales tax where the retailer gets the smaller percentage instead of the government.
All of this assuming the princesses are using their image for as much of their income as you imply.
Maybe this is how they collect taxes in Equestria, by selling princess pony toys?

I don’t understand these ponies. In fact, I don’t understand what is it that Cadance expected when it was “love” that saved Equestria from the changelings and then it’s what she’s celebrated for when the filly says that. Not to mention that the sun doesn’t grow darker when Celestia is sad.
I’d totally buy those miniatures though.
It’s arguably a better deal to live well forever and ever only with the occasional disaster.

Oh, yeah, I get that. The “Pretty Princess” label on her costume definitely came off as negative/dismissive, but this still seems to come off pretty positive, even if it is a bit less action-y than the other three. (The kid really seems to love her new dolls, after all.)
Sure, but when the other princesses are better known for literally saving Equestria dozens of times, and raising the sun and the moon daily, it can be hard to be best known as The Pretty Pink One.
