I think it’s probably just “another Victorian England shoutout” more than any specific reference.

I propose that instead of the “sherlock holmes” tag it should be “The Great Mouse Detective” one.  
I firmly believe that The episode is paying homage the classic Disney animated “Mickey’s Christmas Carol”
