No the reason bill is 11 d is because the real life canon official gravity falls journal 3 stated bill is feared by 6-11 dimensional beings while dimentio on the other hand is multiversal with the chaos heart NOT the dark heart while discord is star level because that’s LITTERALY the best thing he’s done you’re clearly don’t know anything about bill or dimentio

I differ on that they are all equally strong, but you´re right in that we´d be screwed either way.  
Besides, if Dimentio kills us all then we shouldn´t worry about Bill nor Discord, right?

Well i suppose that may be true, but remember in crossovers similar beings tend to be have the same powerscale. So i guess all three are at the same level here.

If that´s true then Dimentio would be the most powerful whenever he possesses the Dark Heart. However, if we measure raw power alone, then he wouldn´t be nearly as strong.  
However, Discord would have a hard time to, if he had no Body and were just a spirit/bodyless being is just speculation. If we measure Discord´s power in comparison to Bill while in his physical form Discord still comes as the most powerful.

Tzz Dimentio with the Dark Heart can destroy Dimensions and Planes and even without it, he can changes and tekeport between worlds and for Bill look what he has doe when he had an physical Body. Discord would have a hard time to, if he had no Body and were just a spirit/bodyless being.

Well, he´s definitely more powerful than Bill. Basically because of one thing.
 
Bill has been trapped for 1 trillion years in his own dimension trying to find a gateway into ours. He spent an ungodly amount of time and effort to get in and he finally succeeded.  
Discord casually opened a portal to another dimension in “Make New Friends But Keep Discord” with no effort.
