How important is the “is” in the current description?
When the subject of the image is paw pads being cute
The description taken literally means the paw pads, not the creature(s) they are attached to, are the image’s subject.
A better description for the way the tag is actually used would be something like the following.
When a subject of the image displays their paw pads in a cute manner.
