It’s not just the slowdown, it’s also the way his face is completely static. It’s like he’s a cardboard cutout.
It does look slowed down, come to think of it. And the “which breezy’s on first” scenes look to have been expanded well past the level of sanity. Maybe the movie was too short?
I guess an editor thought the scene was too fast and decided to slow it down.
It would fit in with the rest of the booru’s “troll” tags, yes.
