Rarity does seem to be the leader of The Ponytones, so there actually is some more logic for Sweetie Bell to see her sister as an authority figure in music beyond the “I <3 my big sis” reasoning.

A waste of biomatter
Since this is a dream ,those judges must be how Sweetie Belle would assume a judge paneling to be formed for her. Her sister bring there is obvious in the context of her dream,Vinyl is probably the best “musician” at least to sweetie in ponyville so she’s there. Octavia would be there because perhaps she’s one if not the best musician in Equestria so her being there to panel for Sweetie bell would be a dream before it turned into a nightmare.

I wish Lyra was there too, but in place of Vinyl instead. Either way Lyra should have been there, as it would be consistent with her judge role from that earlier episode and she seems to be a musical pony. Even if she was never seen playing any instruments yet.

DJ Pon-3 and Octavia are far and away the most popular musical ponies in the fandom; given that they were going to be two of the three judges, if their seats were assigned randomly, there’s a 2/3 probability that they would end up next to each other. I wouldn’t read too much into it.
 
And as much as I love Octavia, I really wish it had been Lyra instead…
