Once again, it depends WHICH Flash. Pony Flash is completely different has he has no affiliation with Twi at all. Only times they met is when they bumped to each other at the beginning and end of EQG. As for Season 4, we don’t know if he was smiling at Cadence or Twilight, but due to soldier antics, it would probably be both because both are Princesses and it is mandatory to give face. Human Flash is sort of a love interest with Pony Twi though. Either form however, they are definitely not like TM.
 
From researching the storyline with SM, I kinda have to agree that Chibi Moon being the future daughter of TM and SM, It means that it’s a forced love. We don’t know if there’s going to be a canon relationship with Flash and Twi. To my conclusion, although some people think Flash is bad because love interest, TM is in a much worse league than Flash because that’s a forced love. Chibi Moon’s still a cute character though.

Haven’t seen enough of the show to know. Seriously, my knowledge of Sailor Moon consists of the Nostalgia Critic’s review of it, with maybe one or two episodes. I just found it too annoying to watch for long periods of time.

the reincarnation-destiny thing kinda ruins TM-and-SM’s relationship…especially with chibimoon. flash as is is just a love interest, no one says they’re going to end up together. with sailormoon, even if there are other love interests that look more interesting for the two, it’s kinda moot because they’re practically mandated to end up with each other.

I think Flash would be an insult to Tuxedo Mask! Though to be fair, the relationship between Flash and Twi is just as subtle as that of TM and Serena.
