… OK, I’m not a sports nut, but did you seriously just ask that? Rules exist to keep the game flowing in a simple and structured way, or do you just complain about anything you don’t understand?

Line of Scrimmage: The line where the ball is hiked from.  
Lateral: Passing from one player to another where the ball is either passed backwards or parallel. It is illegal, once the ball is past the Line of Scrimmage, to pass the ball forward.
 
The formation crap is all Greek to me, however.

I think it’s implied she never crossed the line of scrimmage, making it a successful halfback option, except for Billy being in a snap formation instead of shotgun formation which would make him an ineligible receiver (under the NFL at least).
 
Otherwise, yeah, illegal forward lateral.
