Old comment, but it would be more like this: 
• Derpy was going public exhibitionism with her being in her underwear, while Sweetie looks to be home. 
• Sweetie is sitting and mostly covers her panties, while Derpy standing would display much more. 
• Sweetie is focusing on another activity, while I guess Derpy was just standing in her underwear.
 
These reasons will have an effect on the rating.

Couple images back there was anthro Derpy wearing hoodie and panties standing in the snow. Tagged suggestive. This new filtering is good thing but it still confuses me.
