And she’s not even some sort of monster, at least not a literal one… She’s just your everyday pony who, somewhere in the course of her life, went about as bad as a pony can go.

Chrysalis was shocked that she was able to beat Celestia, and was defeated by much less.
Discord and Tirek are the strongest villains of the show, and it’s very debatable if Nightmare Moon is as strong as Sombra.
So no, the male villains has thus far been shown to be outright superior by far, outside possibly one of the three.

Chrysalis thought ahead and was able to converge an entire army on Canterlot. She outmatched Celestia and would’ve gotten away with it if it weren’t for those meddling lovers.

Not in the show itself they aren’t. Fans, of course, are more than willing to sexualize them, as is the case with virtually anything.

Because Chrysalis was a legitimately good villain. Also the idea of “Virgins who get bullied in real life” being an effective insult falls shorter than your spelling abilities.

But then, what show does have weaker female villains? Even in the olden days I remember a lot of powerful female villains! The problem is simply that they are less common. FIM is not special for the reason you gave at all.
