Indeed she has, but the older an Alicorn becomes, the easier it is for the true Alicorn form to emerge, temporarily overriding their mindset with the full brunt of their own higher essence. As such, Celestia is really selling her sister short here. Luna is the Night. She is the cradle that gives birth to stars like the sun.

Celestia is demonstrating a cruel mercy to Twilight by demonstrating what Alicorns become with age. They are an ancient race that is neither pony nor dragon, but one of a myriad of races that helped to mold existence from nothing. There were once countless Alicorns and Draconequi and their sibling races. Then, for a time, there were only two Alicorns and one Draconequus. With Cadenza, and Twilight Sparkle, and now Flurry Heart, the Alicorns are being reborn. And what of the Draconequi…?

I want to know what’s going on, and how this might be connected to VAST, but after seeing Luna with her entire freaking jaw and neck missing, I’m not sure I’d really be up for the challenge.

The End wasn't The End - Found a new home after the great exodus of 2012

and then celestia healed twilight with magic and explained how spike was her child, but she was incapable of raising him as her own in the public eye due to the stigma around dragons.
