Not necessarily. IMO It depends on what caused the transformation, and how exactly it was carried out.
Like, were they specifically cursed to become ragged, cheese-legged insects all at once, or is their appearance the result of a corrupting mutation that irrevocably altered them on a genetic level over many generations? That sort of thing.
Personally I prefer an interpretation were turning back into flutter ponies isn’t possible.
 
Ooooooooor perhaps…  
Instead of Changelings being cursed or having been “transformed” from Flutter Ponies in some way, they are a separate evolutionary branch.
 
I vote that maybe Changelings and Breezies are actually both species that evolved from the G1 Flutter Ponies as a common genetic ancestor! :P

Why does everybody think changelings were once something else, or can be “converted” back to normal ponies, etc.?

personally, i think the changeling would consider chrysalis weak, and overthrow her as leader. then chrysalis starts mooching off twilight and blaming her for the dissent at every chance.

I like to think of it as being the opposite. As in, changelings as a race used to be flutter ponies. The mane six investigating the ruins of the ancient flutter pony civilization would be a great premise for a changeling origin episode.
