I think Dash just wants to show Fluttershy that she is more capable of then she knows. I don’t think Dash means it bad with her. But She wants to show Flutters that she needs to be a bit more confident.
Think of it as Karma for Dash-rug from Dragon Quest if that makes you feel better.

If we’re being fair, all the festival shenanigans were part of a plan to re-energize the heart and beat Sombra.
