Well, you select “Colorize” under Hue/Saturation/Lightness, decrease the luminosity and then adjust everything else. It’s quite simple.
 
On the other hand, I tried saving this image and opening it in Photoshop, but the transparency was all messed up for me.

cant use this either, or i can i just cant change the color, spending nearly an hour here in photoshop elements 13 and nothing i try will let me change the color. Color replacement tool only lets me do luminocity rest dont do squat.

I have to use this one the other one is an SVG file and im unable to do anything with it cause it requires a bunch of other programs to edit and convert it and i only want to use photoshop.

( You don’t even have to make it 250x250, just see the thumbnail to get the joke itself .)  
  1. Get the height x width of a current spoiler image  
  2. Make sure the image format is .png and the image editor is informing you that it’s transparent.  
  3. Use pen tool ( or any tracing tool in another image editing program ) in Photoshop CS{X}.  
  4. Fill it with desired color and create a generic color that fits with the previous color you used to make the outer shape.  
  5. ???.  
  6. Profit.
