well, they could put her on a leash. that would be just as effective as locking her in tartarus. they could put her in a mental institution where she would be cared for and treated for her obvious psychosis. they could visit her frequently in tartarus, in order to give her company and to try and learn from her what went so terribly wring. they could’ve put her cage anywhere except next to tirek. there’s a lot of things they could’ve done, really.
what I mean is what else could that do at that point? if they had not locked her up theres no telling what she would try next. I think the most likely outcome for the series end is, Chrysalis, Cozy, and Tirek taking off together somewhere to be left alone away from Twilight and the mane 6
they locked her in a cage in a dungeon and forgot about her. and their only alternative to that was a slap on the hoof?
I honestly dont think she would have even listened at that point in time, and given how close she came to actually completing her goals they could not just give her a slap on the hoof and let it go.
it’s not so bad if cozy glow never reforms, but the heroes didn’t even try to reform her.

I personally don’t think she can be redeemed at the moment. Hopefully she’ll be reformed in the future, but just not in my future fan game. In that game, Cozy’s far worse than she is in the show and earns the right to be called a monster. To be fair, that’s a separate canon than FiM.
i think the downvotss come from those who think in this image she has reformed. I personally dont buy her reformation but I also have not (and will not) down vote this
Devils advocate here, but it IS a real chance it’s (faking being sorry) something she’d possibly do given current events. I could see her doing it to distract others while Tirek and Chrissy are doing something. After all canonly Cozy is a VERY cleaver and manipulative filly
