I think the simple solution is that he never really thought of it due to fear. I personally don’t think it would’ve scared them all off. Just lit a patch of one of them alight and another would tackle him down and rip him open.
 
Maybe it’ll come up later in the ep or something. Who knows

Spike’s fireproof, so having flaming monsters after him doesn’t make his situation worst.
 
While he probably couldn’t incinerate them quickly, you’d think being set on fire would scare them off.

@Sjorge Spike’s flames when he’s tried using them in combat are pathetic, and who’s to say it would kill the wolves instantly or even hurt them all that much.

I tend to subscribe to the theory that Spike’s flame isn’t strong enough to immediately incinerate the timber wolves. I think that such an endeavour would result in a re-enactment of the final fight scene from Arachnophobia.

He hasn’t, to my knowledge. The only time that he’s used them in a fight was in an attempt to ward off some corrupted crystals.
 
He can light wood just fine, so when I asked if he has a rule against using his fire against living beings, that was partly a serious question.

I think they are undead, but since skeletons wolves chasing ponies might be a bit much in a kid show, they use wood instead.
