It’s not a glitch, they have restarted old quests in the last year so you have a second chance to get the prizes (and if you already have the prizes then you can get lots of gems in place of the prizes).
 
New quests don’t start right after an update anyway, so this time we have an old quest while we wait.

No it hasn’t started. You have to wait until the old quest ends again. But this text appears when you download the update for the new quest.
