Sure, same can be said about any shipping in the show including Starlight and Sunburst. Just because he wasn’t brave enough to confess doesn’t mean he doesn’t have affection over her. And the scenes like the heart shaped sandwich prove that he has some. It’s pretty obvious Fluttercord will happen in S8 or S9.

I’m pretty sure they are written like they would become more than friends eventually. I can already see Fluttershy wanting Discord to meet her parents and her brother. Yet another step toward canonisation!
