A sun dress is a type of dress, usually of light fabric for wearing in warm weather. Celestia is joking that because she controls the sun, all dresses she wears are sundresses. Rarity does not appreciate the pun.

What? Why would that ship be canon in the Sketchbook series? Months ago, Silfoe was talking about how Celestia didn’t need a lover at this point, due to having a family made of the royals, and no longer wanting to have a lover.
Nah, Celestia knew what she was doing. No way she’d back out on paying for the dress.
(Especially since we now know RariLestia is going to be canon to the Royal Sketchbook.)
