Hmmmm, you may be right
He did want to populate the universe with gods but the actual gods would probably disagree with his views and he would try to kill them so the only ones left might be these. All for his glorious purpose and justice of course. Zamasu’s definitions of perfect and beauty are also kind of weird so I can se him not being repulsed by interspecies.

There is no denying that he is a bit messed up, but i don’t think he is messed up in that particular way
To be fair, Zamasu is pretty messed up and pretty much beyond any reasoning. Something like that would still be in character for him.
