Thing is, “For the Evulz” Can work… IF DONE RIGHT. This… was not.
Usually, FTE is used more or less for filler villans (like in Fist of the North Star for pretty much all the villians except for the main ones), but Sombra wasn’t SUPPOSED to be a filler villian.
Secondly, if they were trying to go that route, they should have forgone the whole “he was a unicorn king at one time” route and just made him an outside mysterious force/a “The” villian (like The Nothing, The Nightbringer, The Great Deceiver, Etc.) Instead they built him up as something at the beginning and somewhat during the episodes but it never really went anywhere.
Also, even for the evulz characters have SOME underlying reasons/storys for them. The formentioned FOTNS villians? They’re either raiders that came to be as the result of the nuclear apocolypse and found the idea of killing/stealing others for their meal a little too enjoyable and/or they’re just batshit insane because of it (Zeed), or they’re underlings of a bigger, more developed characters (The Jacks for Shin, Most of Ken-Oh’s generals, Souther’s Holy soldiers, etc.) That let the idea of power get to their head and are not quite right in the head to begin with.
A lot of the other time though, For The Evulz is just code word for “too lazy to give develop the character/bad storywriting.”

All his character development was shoved into a 10 second flashback (the enslavement part, etc.) and for the rest of the episode up until about 3 minutes at the end he’s basically just shoved into the background and turned into “that object that’s out there threating to invade in order to keep the plot moving.” Which would have been fine if it was building up to something, but even that fell flat.
All that build up at the beginning painting him as this evil enslaving tyrant that took the royal sisters to bring down the first time, and all that time trying to keep him out cause he’ll take over again, and what do we get for it? We get no banter, no confrontation, no epic showdown, no REASON or explanation of how a presumably normal unicorn acquired such power and turned to evil, just “oh take the heart and put it in the correct place before he gets ahold of it and then he’ll die”.
Basically his real problem is that he has about as much personality (and actually the same mechanics when it comes right down to it) as Smooze did in G1.
Except in G1 this sort of lack of character development was pretty par the course. Nowadays, well… not so much.

Also, King Sombra has the most badass voice and don’t you forget it.
They couldn’t even touch him. He had ingenious traps set up over the palace. An alarm system on the heart itself. If Spike had actually listened to Twi then he would have WON without a fight.
