I had never seen Cyan Lightning before making this but I can see how youd think they are similar
The mane is from Lyra and the lowermane is from Derpy, and yes she is a pretty pone :)

im looking at both and they are different
the top and back mane are from different ponies in the show and the tail is trixie, for the colors its based off the persons battlefield emblem
It’s not just scarf, but manestyle too. And coat color, kinda.
the way they came up with the pony was in a pony mod on gmod that had the option for some different scarfs
